It is almost a classic in this area with Auto which is the recommended option. It reflects an automatic adjustment as is currently the case with the best suitable compression algorithm which is left to the discretion of WhatsApp.
For the best quality it will therefore be the best possible quality and unlike the latter option where the quality degradation is likely to be the most obvious in order to save mobile data.
In the absence of such options and to avoid WhatsApp’s grip on compression management, one trick is to change a file extension to send as a document instead of an image or video.
